He was confident, polite, and calm in a way that felt reassuring. On their first few dates, he spoke about discipline and structure—how his past shaped him. He said he was retired Navy. A Senior Chief. He didn’t boast. He mentioned it like it was simply a fact.

He told her the Navy gave him values. Honor. Loyalty. Leadership.

She believed him.

One night, he took her to dinner. He wore a blazer and, underneath it, a ribbon rack. Rows of color that suggested experience, sacrifice, and service. Other people noticed. A stranger thanked him for his service. Duck smiled and nodded.

He didn’t correct them.

When she asked about his past, he explained that his ex-wife was unstable. He said she had thrown out his belongings, turned people against him, and ruined his life. He spoke like a man who had been wronged. Like someone who deserved sympathy.

The project has not independently verified whether this conviction was later expunged, reduced, or subject to restoration of rights.

The project has not obtained documentation confirming:

Medical degrees, Bachelor’s degrees, Teaching or instructor certification with the Red Cross, Advanced medical or laboratory credentials beyond entry-level certification. This project has confirmed he has a history of being a phlebotomist.

The absence of documentation is noted for transparency and does not constitute a determination of intent.

Alleged Use of High Ranking Military Attire in Community Settings

One submission alleges that Randy Duck purchased a military-style costume and ribbon rack and wore it at a Veterans Day–related church event, where he appeared alongside other veterans.

 

According to the individual who submitted this account, the attire created the impression of military status and service consistent with prior representations he had made about his background.
